(1) The scale of ungraded posts shall be as under –
(a) First level
(b) Secondary
(c) Tertiary
(d) IV (e) Fifth Level
(2) The first level of civil servants who are initially appointed to unranked posts will be maintained.
(3) Section 18N. The authority of the unranked employee who does not have a record of punishment will increase the level as follows:-
(a) Second level to those with five years or more but less than ten years of service,
(b) Tertiary level for those with ten years or more but less than fifteen years of service,
(c) Fourth level for those with fifteen years or more but less than twenty years of service.
(d) Fifth level for those with twenty years or more of service.
(4) The salary scale according to sub-section (3) shall be as prescribed by the Government of Nepal.
(5) Other arrangements related to level increase shall be as prescribed.
